A council system to report graffiti and street waste has been hijacked by pro-graffiti vandals.

The ABC has reported that QR codes meant to improve response times have been overlaid with alternative codes pointing to a YouTube video of hip hop culture.

The vandalism is being investigated by the City of Melbourne and the offending QR codes are being replaced with the correct ones.
