Whittlesea to Joondalup: Lloyd’s Big Move

The City of Joondalup in Western Australia has announced the appointment of Craig Lloyd as its new Chief Executive Officer, following an extensive national recruitment process. Mr. Lloyd, who has served as the CEO of the City of Whittlesea in Victoria since 2020, will succeed James Pearson, who has departed the council after a four-year tenure.

Mr. Lloyd brings more than two decades of experience in local and state government to the role. During his time at Whittlesea, he was credited with leading the municipality through a period of significant reform, including the transition through a period of administration and the return of an elected council.

Whittlesea Mayor Cr Lawrie Cox praised Mr. Lloyd’s contribution, noting his “strong and considered leadership” and his success in advancing technology and customer service standards.

“His commitment to good governance and positive community outcomes has positioned Council strongly for the future,” Mayor Cox said.

Joondalup Mayor Daniel Kingston expressed confidence in the appointment, highlighting Mr. Lloyd’s record of organisational performance and community engagement. “Craig is a highly respected local government leader, and we are confident he will provide the strategic leadership needed for our community’s long-term aspirations.”

It’s believed that Whittlesea council was ready to confirm a new contract for Mr Lloyd next week. It would have seen him commit to Whittlesea until 2031, having joined the organisation in 2020.

Mr. Lloyd is expected to commence his new role in Joondalup on May 25, 2026. The City of Whittlesea has confirmed it will begin a recruitment process for a new CEO shortly, with acting arrangements to be announced in the coming weeks.
