Fourth South Perth councillor resigns as council moves to fill vacancies

A fourth City of South Perth councillor has resigned in under three weeks, with Cr Jacqueline Raison announcing her departure from the Mill Point ward seat on 3 July, effective immediately.

Cr Raison, elected in 2025, served on the CEO Evaluation, Audit, Risk and Improvement Committee and held delegate roles with the Local Emergency Management Committee for Canning/South Perth and the WA Local Government Association South East Metropolitan Zone.

“It has been a privilege to represent our wonderful community, and I look forward to continuing to be part of positive and meaningful change from outside Council,” Cr Raison said in a statement.

Mayor Greg Milner thanked Cr Raison for her contribution over the past eight months, citing her focus on community wellbeing and the City’s strategic vision.

Cr Raison’s resignation follows those of Cr Tim Houweling, Cr Hayley Prendiville and Cr Bronwyn Waugh, who all resigned within three days of each other in late June. Those three departures were reportedly linked to opposition to the council’s 2026–27 budget, including a 5.95 per cent rate rise, which passed by a single vote after a lengthy and contentious meeting, as reported by the ABC.

The council has confirmed arrangements to fill the resulting vacancies. Gavin Denton and Bronwyn David, the next-placed candidates from the 2025 local government election, will be sworn in on Thursday 9 July to fill the two Mill Point ward seats vacated by Cr Houweling and Cr Raison. Mr Denton’s term will run until October 2029, and Ms David’s until October 2027.

The Moresby and Como ward seats, vacated by Cr Prendiville and Cr Waugh respectively, cannot be filled by countback and will instead go to a by-election in September 2026. Details for prospective candidates will be released at a later date.

The City said it would continue to deliver services and maintain normal operations throughout the transition.

The council has been operating under a state-appointed monitor, Gail McGowan, since February, with councillors last month resolving to seek an extension of her appointment to August.
