City of Perth Monitor Extension

Western Australia’s Local Government Inspector,Tony Brown, has extended the appointment of the monitor at the City of Perth by two months.

The extension, confirmed this week, ensures that Carol Adams OAM will remain in the role until July 19, 2026.

Ms. Adams was initially appointed on January 19, 2026, for a three-month period following reports of conflict between elected members and the administration.

The Inspector cited the need for continued oversight as the City implements recommendations from her interim report. The focus remains on stabilising governance practices and ensuring the council meets its legislative obligations.

As a monitor, Ms. Adams continues to have the power to attend all council and committee meetings (including closed sessions), review internal documents, and provide ongoing reports to the Inspectorate.

The appointment was one of the first major statutory actions by the newly formed Office of the Local Government Inspector, which gained formal powers on January 1, 2026. The Minister for Local Government, Hannah Beazley, has previously emphasised that the City of Perth is expected to serve as a “leading example of good governance,” and this extension is seen as a proactive measure to prevent further dysfunction.

Other Western Australian councils to have monitors installed this year are Nedlands (Albert Jacob appointed in March for six months); South Perth (Gail McGowan appointed in February for nine weeks); and Town of Port Hedland (Andrew Hammond, appointed in March for six months).
