Appointment of Natalia Cowley as Cessnock GM
Cessnock City Council has announced the appointment of Natalia Cowley as its new General Manager, marking a significant strategic move for the region’s leadership.
Ms. Cowley, an award-winning executive and Fellow Chartered Accountant, arrives with a prestigious reputation for stabilising complex local government entities. Her professional background is defined by a focus on organisational transformation and sustainable growth, skills that the Council deems essential for the current trajectory of the Cessnock Local Government Area (LGA).
A primary factor in Ms. Cowley’s selection is her historical success in navigating severe financial crises. Notably, she led one of the largest financial recoveries in New South Wales history during her tenure at Central Coast Council and has consistently returned multiple organisations to surplus. Her most recent role as General Manager at Moree Plains Shire Council further solidified her standing as a leader capable of balancing fiscal discipline with improved community satisfaction and service delivery.
Cessnock City Mayor Dan Watton expressed high confidence in the appointment, citing the region’s ongoing “journey towards financial sustainability” as a core priority. The Mayor emphasised that Ms. Cowley’s disciplined approach to performance and people will be vital as the Council works through complex financial planning, including recent discussions regarding special rate variations and long-term infrastructure goals.
Ms. Cowley, who is already a resident of the Cessnock LGA, will officially transition into the role on Monday, June 29, 2026. In her public statement, she expressed gratitude for the Council’s confidence and highlighted her eagerness to collaborate with local stakeholders to achieve the best possible outcomes for her home community.
She leaves her post at Moree Plains on 18th June, after 15 months in the position.
The Council will consider a report on recruitment for the general manager’s position at its upcoming May Council meeting.
