Jacquie Kelly has won a computer countback conducted this morning to fill a vacancy on Swan Hill Rural City Council.
The vacancy arose due to the resignation of Jade Benham, who was elected to the Victorian Parliament in November.
Six unsuccessful candidates from the 2020 election contested the countback.
Cr-elect Kelly will have 48 hours to return a declaration of qualification before she can be sworn in to the position.
